for healthcare.gov. today the obama administration is claiming success in getting the website to work smoothly for the vast majority of users. a passing grade for its own self-set december 1st ted line. the latest progress report says the site is working more than 90% of the time, able to handle at least 800,000 users a day. in fact, the white house says 375,000 people visited the site before noon today. and while the official numbers aren't in yet, nbc news confirms that about 100,000 people were able to select plans on the federal exchange in november. up some 27,000 -- up from some 27,000 in october. but the white house says it still has more work to do. >> the president believes that the site has been significantly improved. but the work is not done. and it will continue. >> and right now, that rehabilitation effort extends well beyond the website to the president's political support. and his wider second term agenda. a broad-based approach evidenced by events over the weekend. on friday, the president and first lady met with activists engaged in a hunger strike on the national mall in pur

obama care tax that is reportedly pricey. we are trying to learn if this administration has quietly passed a rule giving unions a very big break on that tax. trace gallagher has the story. >> reporter: the tax is called a reinsurance fee. it's on nearly every health plan for the first three years, meant to raise about $25 billion over the three years to help pay for people with pre-existing conditions. if the change is approved nobody would be exempt next year. in 2015 and 2016 groups that act as their own insurance companies and their own claims processors would be exempt to unions that self-insure would greatly benefit. republican senator orin hatch says it certainly looks like the obama administration is looking at a special deal for unions which is deeply concerning given the problems that all americans are facing due to obama care. now the unions argue this is not aimed at them. it's not nearly enough. the laborers union says, again quoting, as the new regulations offer no substantive relief for our health care plan the laborers union will continue to look for opportunities to
